This report provides descriptive information on consumer and caregiver characteristics, service utilization, and needs.  One of the most significant findings is that 50% of families were willing to delay placement if in-home supports were provided. Recommendations include the improvement of management information systems and the use of in-home supports as a mechanism for delaying residential placement of those on the waiting list.
